Default Sharing an Excel file NOT on a network?

If that doesn't give you a suitable web site, at ask.com, just search for :
web sites

I know this is not unique to Excel but you Excel gurus have always had the
answers so here goes.
I would like to share an Excel file with several people in a community
group. It lists names, addresses, tel numbers, etc. I would like various
people to access and be able to change the data. I'm familiar with being able
to do this on a company network but this is not the case.
1) Where can I place this file and allow people this access?
2) Is there a free or low cost service that would allow this?
I have to believe that there is a free or lost cost service available but I
have not been able to find one.
I would greatly appreciate any recommendations.
thanks!
