Default publish

What is the best way to freeze panes in an Excel worksheet published to a web
page? I can publish with interactivity, but the window on the website always
is very small. This is data that will change and be re-published frequently.
Because it saves over the existing html page, any formatting must be done in
Excel when published and not in FrontPage. Thanks!
