Default Error message when using Excel to open text file

One way that might work would be to have the new excel save and work
compatible with excel 2000

How would I do that? If I could open the file from Excel 2002, I know
how to save that as an older version of Excel. But is there a way to
make Excel 2002 act like Excel 2000 prior to opening the file? Thanks
