Default No toolbars when viewed in IE

Is there a way to display toolbars (standard, formatting, etc) when viewing
an XLS file in IE? When you display a Word DOC, it displays toolbars on top
of the document.

Default No toolbars when viewed in IE

I do not think you can change the formats anyhow in IE, it is just a view of
the workbook/worksheet.
