Default remove comment arrow

Is there a way to remove the arrow from an excel comment? I would like to
have just the comment box. Also how do I make the comment appear just when
clicking on the cell, not when I mouse over.

Using the "Input Message" option in Data-Validation, instead of a comment,
will work the way you want.
