Default Excel 2003 - PAGE SETUP - FIT TO WIDTH does not work

I recently upgraded to Office 2003. Now when I use PAGE SETUP to FIT my
spreadsheet to the page, the spreadsheet does not fill the page. There's a
very big margin (beyond what is specified in page setup) around the
spreadsheet - it no longer works like previous versions of Excel. Is there a
fix for this - or could I be doing something wrong?

How do I force the sheet to fill the width of the page in Excel 2003?
