Default copy conditional formulas that reference one cell

I would like to "fill down" a conditional "IF" formula while referencing one
cell value in all rows:
=IF(D12=0,"",$J3/D12)
=IF(D13=0,"",$J3/D13)
=IF(D14=0,"",$J3/D14)
=IF(D15=0,"",$J3/D15)
I thought the $J3 would remain fixed if it was consistantly fixed in at
least three rows and had the $ in front of it. What am I doing wrong or is
this option not available?
