Default Absolute and Drag

I can't get the formula to drag over and change the last value when using an
absolute reference. I'm linking data from another worksheet and then
changing the cell in the formula bar to D$3 and it still treats it like its
all absolute. Help!

If you drag a cell, Excel doesn't change the reference,
regardless of whether the reference is relative or absolute.
