Default Problems exporting to CSV format. ááááááá

Upgrade from Office97 to Offfice2003 problem. Exporting CSV format in Excel
adds unwanted text delimter. Here's an example (the á).

á 691848CL7,Overdue,,24á,303á,,SMO1-2045á,176á
á ST5058-0806,Overdue,,2á,0á,,PDC1-0003á,3á
á ST5060-10,12/23/2005,,3á,11á,,PDC1-0003á,199á

Testing with OpenOffice - I get similar results and can stop it by setting
language
to "Western Europe (ASCII/US)". However I don't know how to set this in
Office Tools | 2003 Language Settings. I don't see anything obvious in
Regional Settings either.
