Default allow fill color to be changed or toggled using a formula

If my quanity reaches the reorder point I'd like to be able to insert a
formula that will allow me to toggle or change the fill to aid in directing
my attention to the reorder point.

Format--Conditional Formatting
If Quantity is Less Than... red fill.
