Default 'Cannot insert object' message when I try to put a button on a worksheet

Dear Excel/ VBA programmers,
Every time I try to insert a command button from the 'InsertActive xCommand Button menu to an Excel Worksheet, I get a 'Cannot insert object' response. I was able to use Active X menu selections previously, but it seems my Excel won't let me do so anymore.

I need to have use of the Active X tools as I want to test a Visual Basic program - and not a macro, which I understand are the control form (upper) tools.

I did find a suggestion on the net which was to delete all temp files on my computer, but this did not make any difference, I still get that message.
