Default Paste losing data after editing a cell

After editing any cell in Excel 2003 any data copied to the clipboard
previously is apparently cleared and unable to be pasted again unless copied
again. Is this working as designed?

Yes, at least it's worked like that in Excel 97, 2000 & XP(2002).
