How can I allow other users to update an workbook, but not to delete any tabs
or existing information? |

Take a look at protect worksheet and protect workbook these both can be found

Protect the workbook.
Tools|protection|Protect workbook Just leave Structure checked. (Users won't be able to rename or change the order of the worksheets, either.)
