Left click & hold on the top left cell you want formatted this way
While holding down the mouse button drag to the bottom left corner of the
cells you want to format and release the mouse button
All the cells to be formatted SHOULD now be boxed/highlighted, and the top
left cell should be within the box but not highlighted. I'll assume it is A2
Go to Format|Conditional formatting

In the left box choose "Cell Value is"
In the next box choose "greater than"
In the next box type (without the quotes) "=B2"
Click on the format button and choose a Red pattern & click on OK

Click on the Add button

In the left box choose "Cell Value is"
In the next box choose "less than or eqaul to"
In the next box type (without the quotes) "=B2"
Click on the format button and choose a Green pattern & click on OK

Click on OK

You should then have just what you wnt
