Default Office 2007 Compatibility Pack doesn't work

I'm trying to open an .xlsx file with Excel 2002 sp3, in Windows 2000. I've
installed the Office 2007 Compatibility Pack more than once, and it always
shows up in Add/Remove Programs. But it won't start up, either when I
doubleclick on the .xlsx file, or when I try to open it from Excel 2002 sp3.

I need some troubleshooting help to figure out what is preventing the file
converter from working. Does anyone have experience with this problem?
