Default Compatibility Pack for Office 2007

We use Office 2003, and have installed the Compatibility Pack for Office
2007. When opening .xlsx files, the conversion takes place, but the files
open "Read Only". Has anyone experienced this? We have SP1 installed, as
well as the KB951944, KB954038 and KB954326 security updates. OS is XP.

Why would a different person be able to open and edit the same file?
