Default Keyboard command to replace double clicking the fill handle

When double clicking the fill handle, Excel will automatically copy or fill
the data into all blank cells down to the next cell with data in it.

Is there a keyboard command that can replace the double clicking?

No, you need to select the range by for instance using shift + down arrow and
thenctrl + D, otherwise you need to use VBA
