Default Can't drag to align shapes vertically or horizontally

when i draw lines or arrows on and excel chart to illustrate i cannot get the
objects to drag to a vertical or horizontal position. If i move one end at
all, it will not go to zero with or without the snap grid active.
I can only get a true vertical or horizontal line by manually changing the
height or width to zero. I have tried with snap grid turned on and off as
well as snap to shape on or off.
Even using the Alt key to turn off grid it will not allow a vertical or
horizontal alignment as i drag, in fact it snaps right past horizontal and
vertical but allows infinite movement in between.
