In cell E2 enter the below formula and copy down/across as required...

=IF(MEDIAN($C2,IF($D2="",TODAY(),$D2),E$1)=E$1,$B2 ,"")

Does anybody know how is best to do this? We've tried using an IF formula
but it doesn't work if their is a start and end date.
