Default Excel 2003 and 2007 problem

Hi all, i have a strange problem.

If i type 0001 into a cell it returns 1? If i then highlight the cells and
format cells and click custom and type 0000 it turns it into a special and
sets it the Portuguese as a language?

Can you help or inform me how i can do this please?
