Default Roll up Bars broken

It appears to be a corrupted file--for a long time (months) only one file
did this, but now that I've copied from that file to others, they are also
starting to have the same problem. Seems like the rollup switch for some
tasks get reversed--Project keeps flipping it when I make changes in
Format\Layout, but some are backwards.

Anybody else have this problem, or know how to fix it? I can't make these
files look clean anymore, there's always "junk" on some of the summary bars.
