Default Default Date Format

I used to know how to do this in earlier versions, but Excel 2007...how can I
change the default date format?

When I type in a date for the current year and do not include the year, such
as 4/15 versus 4/15/9, the default format is 15-Apr.

When I do enter the year, such as 4/15/9, I get a 4-digit date, 4/15/2009.

What I would like to have is in both cases is a default of 4/15/09.
