Default Turning off a "Template Help" pop up?

A while back I downloaded a scheduling template for Excel 2003 from
Microsofts website. In the process of downloaded it, I remember a fateful
pop up box that asked something like €śdo you want to use template help with
this€ť. Not thinking clearly I hit €śyes€ť and ever since have been greeted
each time I open the file with a friendly pop up labeled €śTemplate Help€ť. At
the bottom of the pop up it has a €śRate this template€ť option. Please does
anyone know how to get this to go away? Ive tried everything I can think of
and have looked everywhere I know to look. Ive even rated it three times
hoping it will go away!

Click on Help

Click "Online Content Settings"

Uncheck "Show Template help etc."
