I'm confused by this:
Cells linked to the combo box were unlocked

It sounds like you unlocked the ListFillRange, but left the LinkedCell locked.

Could it be????

ps. I tested in xl2007 and there was no difference in behavior with xl2003 in
my simple testing.

it to a cell on the same worksheet.

When the cell was unlocked and the worksheet protected, I could change the
combobox.

But if the cell was locked with the worksheet protected, I could not change the
combobox.
