Default Shading row based on value in one of its columns

I have a spreadsheet and want to make it automatically shade any rows that
have the words NO BID in column D. Ive been trying to figure this out
using conditional formatting, but have had no luck with higlighting ENTIRE
ROWS. Please help. Thanks!

Highlight the rows desired at the row NUMBER on the left.At the first row in
selection if row 21

formula=$d21="NO BID"format as desired
