Default Goal Area

How do I add an area to a 2007 chart that shows the goals we are trying to
acheive?
I have a column chart with twelve months and need to have a horizontal
shaded bar that shows the goal are we are trying to stay in.

Excel 2007 PivotChart
With horizontal shaded limit bars, not lines.
Superimposed charts.
