Default Subtotalling in Excel 2007

In Excel 2007 certain workbooks don't allow the Subtotal function in Outline
to be used. Why? What could be changed in the workbook/sheet to allow
subtotals to be generated? Does data need to be a certain format? TIA

Are the worksheets protected?

Are the workbooks shared?

Do you have more than one worksheet selected?

Any of these would make the subtotal and outling unavailable.
