Default Excel List on Protected Sheet

I have a range that is an Excel List.
Regardless of whether all cells in the list are unlocked (or if some columns
are locked), if the sheet is protected, the list doesn't activate (so the
list doesn't extend to include the new row).

Is there a way around that?
