Default Excel 2007 - Cannot Delete or Insert Rows

I have a client that just recently came in to the problem of being unable to
delete or insert rows in Excel 2007. She has the Student / Teacher Edition
(She's a teacher). She shares this spreadsheet with another woman who makes
changes on her side - they go back and forth.

I had her send me the file, and with MS Office Excel 2007, I deleted 1000 of
the last rows and was then able to go to the top of the spreadsheet and
insert / delete. I remoted to her PC, did the same (except the row numbers
remained) - she too was able to then insert / delete rows.

We thought we found the fix - but then she shared the spreadsheet with the
other woman, and back to square one.

Would like to bring this one to closure - all advice is appreciated. If more
exact info is required, please just advise. Thank you in advance.

Tell the other user to stop putting information in the very last cell of
the sheet. That's a million rows down and very far to the right!

The other user may be adding borders or other formatting to an entire
row or column, causing the problem.
