Default Additional raws only in some region

I've just created a workbook "Scroll Workbook Custom List" that allows
one to specify the area in which to display a separate list of data.
You can scroll (display), for instance, a list of 60 items in a
range of only ten cells.
If you want to experiment with the workbook (it's free) - send a email request.
Remove xxx from my email address... XX.
Those responding using a real name and supplying some indication of where
in the world they are located will get the workbook.

Or I will formulate my question in another way...
Is it possible to insert additional raws only in some region of sheet, that
outside this region nothing happens and cells do no shift down.... more raws
I insert more narrow they will apear logicaly ...to fit in consyant region...
Is this sensless question?
