Default macro security

I changed my macro security settings to allow digitally signed macros to run
but I still get a message that all macros are disabled so I tried allowing
all macros but I still get the same message. I have norton anti virus. How
can I get my computer to let me run this macro?

P.S. It won't even let me delete the macros and start over.
