Default I cannot "nudge" using CTRL+arrows

I have Excel 2007, and I have tried selecting objects and then "nudging" them
using CTRL+arrows but this does not work - when I click the arrows excel 2007
selects another object instead. (But I recall using this feature sucessfully
in Excel 2003).

I have two questions:
- Any ideas why the "nudge" is not working?
- Is there an alternative way of "nudging" so i can circumvent this problem?
(I recall that Excel 2003 may have had arrow buttons that one could click to
do the same thing).

Have you looked up "nudge" in Excel Help?

Default I cannot "nudge" using CTRL+arrows

I have looked in Excel help: according to Excel help, holding the CTRL key
down and pressing the arrows should work. See text below from Excel help:

"Move a picture, shape, text box, or WordArt ...

.... To move in small increments, press and hold CTRL while you press an
arrow key. "

Unfortunately, this does not work on my computer, and I am not sure why. As
a descibe below, when I press the arrow my computer just selects other
objects.
