Default Protected Sheet with conditional formatting and comments

Hi all, I have a protected workbook. I have some columns that users can change, and based on the some conditional formatting changes cell colors. Each column also has a comment in the header cell. When I protect the workbook, the comments cannot be seen, and conditional formatting will work onetime (when the spreadhseet is first populated by me), but when the user changes a value, the formatting doesn't chane. Any help would be wlecome. Thank you!
