Default Read Only when download from Outlook

I have a file folder with a master excel file with links to files I receive
from various stores. Each week I receive an updated store file via outlook
and save the file in the folder with a standard file name. Every once in a
while, I get a message that the file I am trying to save over is read-only.

How does this happen and how can I prevent it from happening again.

Joan: This is likely a feature that is set in the SENDER's Outlook program
to send "for review" instead of "as an attachment". Check their settings:
Click Tools in the menu bar
Select Options
On the Preferences tab click E-mail options.
Then click Advanced E-mail options.
At the bottom disable "Add properties to attachments to enable Reply with
Changes"

I'm using OL2000 SP-3 and don't see that option.
