Default Scroll Bar direction

Is it possible to change the direction of a scroll bar? What I mean is, can
you make the slider start at the right instead of the left. I have a chart
that is linked to the scroll bar but my bos wanted me to change the direction
of the axis. The scroll bar still works, but it looks a little confusing.

Default Scroll Bar direction

The left end for horizontal scroll bars or top end for vertical is always
the "low" value. But you can always set the value of the scrollbar to its
max value initially to move the slider to the end.
