Default Change default for protected sheets

Correction: locked files should be locked cells

Create a new workbook. Under worksheet protection deselect locked files.
Save this workbook with the name Book as a template in C:\Documents and
Settings\<username\Application Data\Microsoft\Excel\XLStart. Restart
Excel. Excel will now use the workbook as the template for all new
workbooks. You can use the same technique for worksheets as well. Just
create a new workbook with only 1 worksheet. Make whatever changes you
want to the worksheet and save the workbook as a template with the name
Sheet. Restart Excel. All new worksheets will now use the saved template.

The default is set at being able to access both locked and unlocked cells

How can I change this to allow access to only unlocked cells, without
having
to unclick that option each time?

thanks
