Create a new workbook. Under worksheet protection deselect locked files.
Save this workbook with the name Book as a template in C:\Documents and
Settings\<username\Application Data\Microsoft\Excel\XLStart. Restart Excel.
Excel will now use the workbook as the template for all new workbooks. You
can use the same technique for worksheets as well. Just create a new
workbook with only 1 worksheet. Make whatever changes you want to the
worksheet and save the workbook as a template with the name Sheet. Restart
Excel. All new worksheets will now use the saved template.
