Default Pop Up Text Boxes

I'm feeling pretty dumb right now. I am building a spreadsheet that will
include hints on what data to include in designated cells. What I am trying
to do is ensure that when the user tabs to the cell, a small white box pops
up that includes verbiage that hill direct the user what to put in the cell.
I was able to do it a couple months ago when I started this project but have
since forgotten how to do it. Gues that happens when you turn 50... Anyway if
anyone can help, I'd appreciate it.
