I tired to set up a Web Query in excel, navigated to the page and
selected the section I wanted to import. I got the error that Excel
was unable to open the site and that the information could not be
downloaded.

What are the reasons for this? Is there any way I can make changes to
my query to download the information? The site I'm trying to query
from requires a login in the beginning- could this be the cause of my
error?
