Default Multiple Networked Files non-shared workbooks

We have hundreds of excel files on a network share with almost all users with
full access. Lately when certain excel files are opened by a second user
they are not getting the error that asks to click on read only or notify.
They get the excel file full R/W. The excel files are not setup as being
shared workbooks. They are stored on a SBS2003 server and accessed from a
2003 std server through Terminal services, from thin clients. Any thoughts
on why this just started and how to stop?
