Default Cannot open a .dbf in Excel that was saved in NotePad

I have a dbf file that has 83,000 records and I have Excel 2003, which only
allows 65,000 records. I tried to split my file into 2 files by
manipulating the data using Notepad. When I save the file from Notepad and
try to open the file from Excel, it says 'Cannot open protected file'. When
looking at the properties of the file, it is not protected. I couldn't find
anything in Notepad that talks about the option of saving it as protected.
Any ideas at all? Thanks for any potential help I can get! Sherry
