Default Web query breaks on unicode text

I have a file saved from Excel 2007 as "Unicode Text" file type. The
reason I need unicode is because it has some Japanese characters (and
various other nationalities' characters too), and these get converted
to question marks when saving from Excel as "Text (tab delimited)"
file type.

When I do a web query from Excel 2007 on that file, all I get is this:

’žT

What do I need to do to get the whole file?
