Default Conditional Formatting

I need a formula for conditional formatting... that will compare the value in
the cell V36 to a list this is what I am trying to use

=VLOOKUP(G36&" "&J36,RATES,3,0)=$K$36

where the concatenation of G36 and J36 is the lookup value
