Default Maximize workbook not working

Excel 2003. The minimize, maximize and close buttons are visible in the
workbook title bar. When I click on maximize the workbook fills the screen,
but it is still a floating workbook. I can click on the title bar (which is
still there) and drag the workbook around. So it is not fully maximizing. I
checked if the workbook was protected and it is not. This is not happening
in Word 2003 if that matters. Any help would be appreciated. Thanks.
