Default 2003 file with VBA to 2007

I have a 2003 worksheet that has a working spreedsheet with a system of
buttons to run vba code, seven sheets some hidden and paswork protected.
I have tried to change it to 2007. All I am getting is a workbook with non
working buttons, even though I save it as a "Excel Macro-enabled workbook"
I get the "Security Warning" but no option to enable the vba/macros.
In the trust center I have turned "Enable all Macros" on.
I have a self certificate in the trusted publishers.
I must be missing a big piece of the puzzle any help on direction would be
great.

Default 2003 file with VBA to 2007

If the workbook itself is password protected (you have to supply the
password when opening the file) you will see this. Is that your situation?
