Default how do I get prompts to either open or save a download?

Usually, before I open an excel file from an email or from a web link I am
prompted with a window asking me to either open or save the file. However,
recently several files have not been giving me the prompt and I'm wondering
how I can make the prompt the default setting for all excel file downloads.

Default how do I get prompts to either open or save a download?

Go to My ComputerToolsFolder OptionsFile Types.

Select XLS and Advanced. Checkmark in "Confirm after Download"
