Default 10 users

Hi all,
I have an Excel sheet that's updated by 10 users in ten difeerent
countries,the problem is that when a user is updating this sheet the other 10
ones don't know about these updates till this user closes the sheet.
The user who opens the sheet gives a certain number to a customer to use
it,but actually this number can be given to another customer by a different
user,as the updates done by the first user did not reach the second who does
not know that the number was already consumed by another customer,this causes
a great confusion..
do we have a solution ?

Pre-assign blocks of numbers to each of the ten users.
