Default keep a group of row/columns scrolling up or down?

I would like to create a spreadsheet that would prevent the top rows from
scrolling. Keeping them locked in place and the rows below that to scroll
up.

Like wise will this apply to columns as well? Say if you have a list of
names that contains alot of info with in the row but you need to continue to
see who the infor appiles to...

You need to click in the cell below and to the right of the ones you want to
freeze and click windowsfreeze panes
