Default Error opening Outlook 2002

When trying to open Outlook 2002, I get the following message:

Cannot start Microsoft Outlook. File Access is denied. You do not have the
permission required to access the file C:\Documents and Settings\Owner\Local
Settings\Application Data\Microsoft\Outlook\Outlook.pst

There is only one user on this machine. The user has Administrator
privileges. Any assistance would be greatly appreciated.

This is an excel newsgroup and we can answer excel questions better than
outlook questions. You might be better served by posting in the outlook
group.
