Default automated addition of a picture to a cell comment

I have an Access field that contains gif or jpg type file names
cross-referenced to part numbers. My hope is to import this column into
Excel which should be easy, and automatically add each picture into a cell
comment so I can view the picture when my mouse hovers over the comment.
There are thousands of gif files, so I want to automate it. I found the
below method of adding a picture to a comment, but can it be automated? For
example, if the gif file names are in column B, and I want to create
corresponding "picture"-comments on the adjacent cell in column A for several
hundred rows, can this be done?

The adding a picture to a comment method I found in reading this discussion
group is:

1.) Go to the cell in which you want the image.
2.) Do the menu sequence InsertComment
3.) Backspace over your name so that the Comment is now empty.
4.) Move your cursor to the border of the Comment so that the cursor
turns into a 4-headed arrow.
5.) Right-click and choose Format Comment from the drop-down menu.
6.) Go to the Colors and Lines tab.
7.) In the Fill area, click the down arrow at the end of the Color
field.
8.) At the bottom of the resultant dialog box, choose Fill Effects.
9.) Click the Picture tab.
10.) Click the Select Picture button.
11.) Navigate to where your picture is located, choose the picture
file and click Insert.
12.) Click OK twice.
13.) With the Comment still on-screen, choose any of the handles to
size the "Picture" Comment to your liking.
14.) Click off the Comment, and you will now see a red flag in the
upper corner of the cell.

This method works for adding a picture, but when I try recording a macro of
the process, the macro doesn't run well (picture doesn't get added).
